Kevin Noonan

Chief Analyst, and Practice Leader for Public Sector, Ovum
As a Chief Analyst, Kevin has a key role in guiding Ovum research and working with industry leaders in the Region. Additionally, Kevin is responsible for managing Ovum’s global Public Sector practice, covering Government, Education, Healthcare and Utilities.

Kevin is in high demand as an international keynote speaker and facilitator, presenting globally at more than 50 events each year. This includes a growing number of engagements focusing on issues for Chief Executives and Boards.

Drawing on 28 years as a Chief Information Officer, senior executive and manager, and a further 12 years as a senior industry analyst, Kevin brings a unique blend of practical experience and independent opinion.

Prior to joining Ovum, Kevin worked as Head of Consulting at another analyst company, where he specialised in government sector industry development. There, he provided advice to executives from more than half the top 100 IT companies. Kevin was also well known for his work with small business, where he mentored more than twenty businesses under a government sponsored program.

Before moving to the private sector, Kevin held positions in almost every aspect of government transformation.
  • In the mid 1990s to mid 2000s, Kevin held various senior executive and CIO positions in a range of portfolios including federal health, industry policy, and industry assistance.
  • In the 1980s and early 1990s Kevin held key roles in large technology transformation programs for Social Security, Taxation, and Child Support. During this time, Kevin managed both technology initiatives, as well as projects involving policy development, legislative change and organisational renewal.
